Bill -- the easiest way to accomplish something like this is to print
the text from scanned copies. The TBRC (www.tbrc.org) has scanned the
whole of the Kangyur and Tengyur; the Derge and Stog Palace editions
of the former are currently available (and they're exceptionally
cheap, given the abundance of texts they contain).

You might also want to contact the people at Pelri Parkhang, who would
be up to date on the latest methods for efficient printing of pecha
texts (www.parkhang.org).
