Not quite true...
Tibetans frequently identify themselves as practising both Hinayana and
Mahayana together.
They teach that outwardly one should follow the Hinayana vows of the
Pratimoksha, inwardly the Bodhisattva vows, and secretly the Vajrayana -
beginning with the first.
In this view the Hinayana is seen as the essential foundation for the
Mahayana.
