Please refrain from referring to monks as "guys in dresses!"
Their garb is based on the ancient Indian lungi, or in East Asia
on the Chinese male long shirt, plus additional bits. 
A lungi is NOT a "dress," which is a female garment in English,
although the lungi is bsaically unisex: women in SE Asia also
wear lungis, called either longyi (Burma) or salong (Thailand,
Laos, Cambodia). They also wear them, or used to, in Bali and
other parts of  Indonesia too but I don't know their words for
the garment.
