Is this an ironic joke? 
The way things are going in China these days, one doesn't see any scope for communism as it was during Mao's time to be reincarnated. However, it might be fair to say that they believe in the reincarnation of state power. The Panchen Lama as he is today in China was selected by the Chinese leadership to counter the Dalai Lama's recognition of a different person as the reincarnated Panchen Lama. (Apologies if you already know all this and you were making a joke.)
