One of the articles says that Gaya is a Maoist stronghold. Since Maoists are
officially conflated with hill tribals, and both persecuted, no surprise at
that bit in the article.

Brilliant conjecture, Director General. My first thought was that the
bombings were the work of a team of pacifists or perhaps a coven of
bodhisattvas, but now that you mention terrorists, that does seem equally
plausible.
