It's a rhetoric. At least, better for the person who self-immolate. First of all, in self-immolation, only the person who self-immolate is harmed (died). The message that the person intended to deliver, unfortunately, got lost in transition. Nobody is listening, and only criticism is heard. On the other hand, if the person waged a war, perhaps becomes a terrorist (suicide bombing etc.), at least the enemy also received some harm, and maybe perhaps the message would sound louder. To prove my point, the Palestinian struggle have more support from the Muslim community as well as the world, compared to the Tibetan struggle - among Buddhist community and the world.
