Probably they've also penetrated the NYT! Did anyone notice that
right above p. 2 of this article, is a banner ad for the local
Confucious Institute?

money because they were awaiting a decision on their application
- made several years ago - for government approval to accept
foreign currency."

No surprise they have been waiting for several years, given which
govt. they are obliged to.  Let us not forget that the Indian
government also thought that the famous Angry Monk, Gendun
Chopel, when he was a visitor in India, was a communist spy. 
Ironically, the North is usually an auspicous direction, and the
South inauspicious--but these days the cardinal roles seem to be
reversed.
