You traditionally have all the Himalayan Buddhist groups living in 
places like Ladakh, Himachel Pradesh, Kinnaur, Sikkim and Arunachel 
Pradesh as well some groups of Theravada Buddhists in NE States 
bordering Burma.

Add to these all the Dalit Buddhist converts and the Tibetan refugee 
community in India and the figures seem right.
