Geographically speaking, yes.  But sorry, I had in mind native
Indian Buddhists--there are some still around--the Baruas in
Bengal and a few others......maybe I'll find time to do a
search...

One does here about the Dalai Lama from time to time. He would
seem to quality as a Buddhist teacher in India.
