No one. The wedding ceremony begins with a period of silence. The
couple getting married state their vows. People attending the meeting
may rise to say a few words. Eventually the meeting comes to an end.
In most states and countries in which Quakerism exists, the clerk of a
Quaker meeting for business is authorized to sign the official legal
documents.

In a Buddhist context there is no distinction to blur. The only
ordination is of mendicants. There are no priests. In a Quaker context
there are neither monastics nor priests, so again there is no
distinction to blur.
