No subject

Related to the above question is the more general question as to whether "incarnations" or "reincarnations" or "emanations" know they are emanations, and if so, when?  If they know they are an emanation / reincarnation why is it kept rather secret apparently?  In other words, in the Tibetan tradition, you rarely see even a Rinpoche acknowledge that they remember their previous incarnation's life, or state publicly that they are an emanation or a reincarnation of a high master.  Yet, they accept their status.  It is as if they accept it to be true, or know it to be true, yet do not discuss more intimate details that would illuminate its truth for others. 
 
2)  If many current living masters on Earth now are highly enlightened and have omniscience (or at least great knowledge of the past, present, and future, etc. as often described as an inherent quality of the enlightened state) then why do they not a)  strongly warn against future occurences they must know are coming (September 11, 2001 attacks for example), and b) why do they not provide us with scientific formulas for cures for cancer, viruses, environmental problems, etc.  For example, why did they not provide / accurately describe antibiotics like Penicillin prior to their discovery, through their knowledge of the future? 
 
Is there some kind of rule that prohibits them from revealing their specific knowledge of the future to warn those less enlightened, and also similarly to prevent them from interferring in the natural evolution of medicine, etc. by providing cures, etc. based on their omniscience?  
 
All of the above questions in both 1) & 2) appear related to me in the sense that they address what enlightened beings actually know and what they tell / say and when.
