"Mano" = "mind"
"ussannataa" = "accumulation", "fullness", "plenty"
"manussa" = "human beings"
So the phrase means "Humans beings (have) a mind that is full (of stuff)"
As for origin, Rhys-Davids quotes Vimanaana-vatthu commentary (PTS 1901)
verse 18: "manassa ussannataaya manussaa".
Something interesting to me is: if we use "maana" (conceit) instead of
"mano", then by bending Pali a little, we get:
"Human beings are full of conceit"
Make sense, no? :)
