It is my understanding that they have refused to pay any bribes whatsoever.
That is why it moved from Bodh Gaya to Kushinigar.

The Project might not have paid bribes, but some locals might have done--in
order to secure the project for their area, not paid to the project but to
locals further down the totem pole.
