[Buddha-l] vicikiccha in Hayes' text

Hello all, 
I seem to remember that Richard in one of his writings
explained 'vicikiccha' in terms of the absence of the 
desire to learn/think (vi + desiderative of cit). 
I cannot track that down and am wondering if I 
am not mistaken here (or there). 
All clarifications and precise citations appreciated!
