Judging from the Japanese media, Japan's officialdom is primarily focused on
the dead photographer, Kenji Nagai, who is apparently well-known in Japan.
According to Asahi Shinbun, one of the leading newspapers, because of the
video, the Japanese govt. now is entertaining the possibility that the
photographer was shot at close range, deliberately.  Japan is also sending
its own "investigator" to look into things. It is demanding that the junta
investigate and punish "those in charge" of the shooting (a typically vague
Japanese euphemism), offer an apology, and provide financial compensation.
If the junta doesn't respond adequately, Japan is considering sanctions
(though of what sort is not mentioned). Almost as an after-thought, they
also encourage the junta to wind-down its suppression.

Another article explains that a handful of people are protesting in front of
the Burmese Consulate; that there are some 3000 Burmese currently in Japan,
and that a monk from the Myohoji (Wondrous Dharma Temple) is protesting
outside the Consulate as well, beating a drum.
