Wait a mniute--I didn't say there is no national Buddhist council or some
such--maybe there is--- I was only guessing based on what I've found in
various media so far...says a lot about the media doesn't it!

Ok, it simply refers to vinaya then. I thought that being the Minister for
religion and accessorily a "brig gen" (general of some sort?) he was perhaps
the head of a national Buddhist council and that there may have been special
rules and regulations of a legislative type, apart from the vinaya. If those
rules and regulations are indeed only the vinaya, then the "brig gen"
doesn't have any authority at all. Even juntas need some simulacre of a
justification, otherwise the lack of authority is too transparant and
obvious.
