I haven't been following this thread so this might have been said before.  
The Pali Canon has a very different view of kamma. Kamma affects our reactions  
to events not the events ourselves. That is, the disruption caused by a 
tornado  isn't caused by kamma but our reaction is. This is the point of the Cycle 
of  Dependent Origination.
