For Debian based Linux distributions including Ubuntu the Dzongkha XKB package
(Dzongkha & Tibetan input method) is available from:

if it is not already included on your system.

BTW I'm supposed to be in charge of localizing GNOME for Tibetan - but so far
nothing much has happened. If you know anyone who would be interested in
participating in this please ask them to contact me. Since all the technical
stuff for supporting Tibetan script in Linux has already been done as part of
the Dzongkha Linux project the main thing left to do is to translate GNOME
desktop and applications into Tibetan.
