It is not at all likely that the tiny number of people doing the workshops 
that Fulder described will have a noticeable effect on the overall situation. 
The Israeli vipassana folks are painfully aware of that. The workshop process 
reportedly has a tremendous effect on the individuals who do them. And that 
seems to be enough to keep people interested in keeping the program going.
