You might want to contact Jose Cabezon.  He edited a book, Buddhism, Sexuality, and Gender, and is currently working on another monograph on Buddhism and sexuality.

Dear fellow denizens of Buddha-L,

I have been asked to make a presentation on the issue of Buddhism and
homosexuality for a forthcoming conference in the UK on Faith and
Homophobia, a very current topic in the UK as those of you who follow UK
news will know (see http://news.bbc.co.uk/1/hi/uk_politics/6293115.stm for
example).  I am asking for your help with getting a sense of the range of
views in the Buddhist world on this topic, and a sense of how socially
engaged Buddhists internationally are approaching it.  I would be most
grateful for details of resources such as articles, websites and so forth
that I could investigate.
