The issue may be more complicated than you think. You might want to
have a look at Gregory Schopen's article "Two Problems in the History
of Indian Buddhism" (reprinted in *Bones, Stones, and Buddhist Monks*,
University of Hawai'i Press 1997, pp. 23-55). See especially section
III.
