For better sense, I suggest re-punctuating this bit as follows:

佛智於戒等不相應諸境。

A Buddha's cognition (jñāna ?) with regards to morality (śīla), etc. is not 
associated (viprayukta?) with cognitive-objects (viṣaya).

以依止所了緣。能通達一切法。

By means of / on the basis of  ālambanas that are discerned, one can fully 
understand all dharmas.
