I'm no expert on this material, but I'd recommend reading both of
Ronald Davidson's recent books ("Indian Esoteric Buddhism" and
"Tibetan Renaissance," both both published by Columbia University
Press). Both are deeply researched and quite provocative; whether you
agree or disagree with his central claims, he's done a truly
staggering amount of work on tantric thought in India and Tibet.
Couple these books with work by Alexis Sanderson, John Newman, Stephen
Hodge, Vesna Wallace, Robert Mayer, and David Gordon White, and you'll
be off to a good start.
