In case it's any help, the Sanskrit text of the Catu.spari.satsuutra 
occurs in the Muulasarvaastivaada Vinaya. It is printed in the sections 
of that Vinaya edited and published by R. Gnoli (Rome, 1977-78).

An English translation was published by Ria Kloppenberg (burg?), but 
I'm not sure if hers is based on Waldschmidt's edition or Gnoli's.

Sorry I don't have full bibliographical references: I don't have access 
to any suitably stocked library.
