Why don't you read the T'ien T'ai on the exclusive and non-exclusive mean.
As well as why the T'ien T'ai chose to adopt a three truth level. It
addresses these issues exactly and comes to the conclusion that conventional
truths are no less true than ultimate truths. Or to put it another way. All
things can be conventional truths or they can be ultimate truths. This is
why T'ien T'ai non-dualism trumps Madhyamika emptiness. Madhyamika still
considers the perception of the Buddha to be more real and true then the
perception of a non-Buddha. Note, of course the T'ien T'ai does not deny
there is such a thing as Buddha perception or omniscience but says in the
end it is no more absolute than sentient being ignorance.
