The events relayed by your Burman acquaintance were beyond barbaric.  Evil 
is
not too strong a word here.  It would come as no surprise if that General
Maung Bo were discovered to be involved in some form of the occult.

Yes evil is truly the word. Burmans are known to be very superstitious, they 
even say this themselves. Maung Bo is no doubt as or more superstitious as 
the rest--and grossly infatuated with his power, a living demon rakshasa. 
There's a lot of dabbling in black magic, so called in that country.
Human sacrifice under "holy' buildings is a very ancient custom in various 
parts of S and SE Asia. Every now and then human sacrifice stories come out 
of India, but India is not officially a Buddhist country.
